The Following will be needed to register a new Vehicle:
- MCO Title (Manufacturer’s Certificate of Origin)-Properly signed by the Seller(Dealer) & Buyer
- Application for Certification of Title-Form VR-005-(Note: This form will be given to you here to sign, & date)
- Dealer Bill of Sale
- Lien Holder Contract Paper-Note: If there no Lien Holder, Dealer Bill of Sale will do

Used Car Registration
Vehicle Purchased from a Dealer
You will need the following:
- Title-Properly signed by the Seller(Dealer) & Buyer
- Application for Certification of Title-Form VR-005-(Note: This form will be given to you here to sign, & date)
- Dealer Reassignment-Properly filled out by both parties
- Dealer Bill of Sale
- Lien Release-If Any… but if there is a lien, you must attach the Lien Release
- Maryland Safety Inspection
- Odometer Disclosure Statement
- Insurance Coverage
- Driver’s License
10.Registration Card if Transferring
Note: If there is no Maryland safety Inspection done, a 30 day temporary Tag maybe obtained ONLY for Vehicles purchased from an Out-of-State Dealer
Vehicle Purchased from an Individual
You will need the following:
- Title-Properly signed by the Seller & Buyer
- Application for Certification of Title-Form VR-005-(Note: This form will be given to you here to sign, & date)
- Lien Release-If Any
- Maryland Safety Inspection
- Notarized Bill of Sale-Required if the vehicle is less than 7 years or newer

Business Car Registration
If you want to register a Vehicle under your Business Name; you MUST Provide the following:
- A Copy of Mayland Assessments & Taxation (Note: It MUST show comapny Name Address)(I.e your Business Registration)
- FEIN or Tax ID number
- Title-Properly signed by the Seller & Buyer
- Application for Certification of Title-Form VR-005-(Note: This form will be given to you here to sign, & date)
- Lien Release-If Any
- Maryland Safety Inspection
- Notarized Bill of Sale-Required if the vehicle is less than 7 years or newer
- Insurance Coverage
- Driver’s License
- Registration Card if Transferring

Transferring a Deceased Owner Vehicle Jointly Owned, Whose Owner is Deceased
- The Existing Title —

- VR-278-The letter MVA sent you to transfer the vehicle to your name

Transferring Vehicle Ownership from a Deceased Owner to a Surviving Spouse.
The Following documents will be needed for the above vehicle Registration:
- Title-Properly signed by the Spouse(Assignment of Ownership)
- Application:(Back of Title: Application for Title & Registration)
- Death Certificate
- The State of Maryland Letters of Administration
- Lien Release (if any)

Transferring Ownership Through a person’s Will & Not the Surviving Spouse

- Application:(Back of Title: Assignment of Ownership & Application for Title & Registration must be completed)
- State of Maryland Letters of Administration
- Lien Release (if any)
- Maryland Safety Inspection (is not required if given to a Child, or Spouse when transferring tags (New Tags will require Maryland Safety Inspection or if given to an extended family member)

Transferring Ownership from a Vehicle sold to me by the Deceased owner’s administrator
You will bring the following to register the car:

New Tag Registration, “Tags Only”
This applies to people who registered their vehicle but returned the tags to MVA for some reason and now, wants to put the vehicle back on the road.
To register this Vehicle or Motorcycle, you will need:

2. Form VR-008- New Plates/Stickers & Transfer of Plates (Note: This form will be
given to you here to sign, & date)
3. Insurance Coverage

Titled Vehicle with 30 Day Temporary Tags
This is for a vehicle that was initially titled in the state of Maryland without registration i.e when the title was registered at first, it was, “Title Only Registration”.
You will need:

- Form VR-129 MD Inspection Waiver (Note: This form will be given to you here to sign, & date)
- Driver’s License

Motorcycle Purchased from an Individual

Homemade Trailer Registration
To register a homemade trailer, you must provide the following information:
1. Complete VR-005 Form -Application for Certification of Title(Note: This form will be given to you here to sign, & date)
2. Two Pictures of the Trailer are required. One picture of the entire rear view showing the lights; and one entire side view showing the hitch.
3.Receipts for Parts
4. Certified Statement – Must itemize all parts used to build the trailer (provide receipts as stated above). If all or any of the parts were used, they must be listed and an estimated value of the used parts entered. The certified statement also needs to contain what the owner considers to be the total value of the trailer.
5. Application for Assigned Vehicle Identification Number (Form VR-198) – Trailers with a gross vehicle weight of 5,000 lbs or less may apply for assigned vehicle identification number at any full service branch of the MVA. Trailers with a gross vehicle weight of 5001 lbs or more, are required to be taken to the garage located at the Glen Burnie branch of the MVA, on Tuesdays between 8:30am and 1:00pm, to have the vehicle identification number assigned and affixed by the Maryland State Police Auto Theft Unit.
6. Temporary Inspection Waiver, Form VR-129 – Once the VIN has been issued and affixed to the trailer, it will need to be Maryland Safety Inspected before registration plates may be issued. The applicant may apply for a 30-day temporary registration to take the vehicle to an authorized Maryland Safety Inspection Station. If temporary registration is requested, the permanent registration will not be issued until the Maryland Safety Inspection Certificate is submitted. When the safety inspection is submitted, the regular tags may be purchased.
